Idaho Falls Regional Airport
Airport Master Plan
Planned Competition: February 2010
Idaho Falls Regional Airport is in the process of completing an Airport Master Plan Update. The Idaho Falls Regional Airport is a primary commercial service airport serving the aviation needs of eastern Idaho, southern Montana and western Wyoming. The airport is served by four passenger service airlines including United, Delta, Horizon and Allegiant. The Airport Master Plan Update includes a detailed evaluation of the terminal building needs including recommended square footage to accommodate peak hour passenger flow over the 20 year planning period. Recommended landside development and areas for future non-aeronautical revenue generating activities will be included in the plan. The Idaho Falls plan includes an emphasis on public involvement and keeping users, tenants and the community involved in the planning process. The plan will ultimately provide an optimal layout of future facilities in an economical and environmentally responsible manner based on input and feedback from the airport planning advisory committee and local community.

Buhl, Idaho
Buhl Municipal Airport

The Buhl Municipal Airport is located approximately 16 miles northwest of Twin Falls, Idaho. The airport has been experiencing an increase in based aircraft due to the over flow traffic from Twin Falls and competitive operating costs at the airport. The City of Buhl therefore selected Armstrong Consultants to complete an Airport Master Plan to identify necessary facilities and layouts to accommodate the demand. The terminal area was evaluated for potential layouts to accommodate the increased hangar demand and provide the City of Buhl additional revenue generating opportunities from additional land leases for hangar development. The airport has a niche for accommodating small general aviation aircraft and the plan is to continue catering toward those types of users.

Taos, New Mexico
Taos Regional Airport
Airport Master Plan
Planned Completion: December 2010
Armstrong Consultants has been selected to complete an Airport Master Plan Update for the Taos Regional Airport. Following a long period of no development on the airport in order to complete an EIS for the new runway the Master Plan will be a comprehensive undertaking to formulate a realistic plan for the development of airside, landside, general aviation, commercial service and revenue generating facilities. Compatible land use planning and public involvement process are expected to be critical tasks in the study. The study is expected to commence in the spring of 2007.

Colorado City, Arizona
Colorado City Municipal Airport
Airport Master Plan
Completion Date: January 2009
An Airport Master Plan recently was completed for the Colorado City Municipal Airport. The plan focused on correcting several nonstandard conditions at the airport including reconfiguring the terminal area development outside of the existing Runway Visibility Zone (RVZ). The plan identified several airside and landside development projects to accommodate the existing and forecasted airport users including the development of a Localizer Performance with Vertical Guidance (LPV) approach.

Whiteriver, Arizona

Airport Master Plan

Armstrong Consultants is in the process of completing an Airport Master Plan for the White Mountain Apache Tribe at Whiteriver Airport. The airport is used regularly by the Indian Health Services (IHS) for Air Medivac operations. The remote location of the community places a high value on the airport to accommodate emergency patient transfers. The airport is also utilized during the fire season by the Bureau of Indian Affairs (BIA) by single engine air tankers (SEATs) and fire attack helicopters. The Airport Master Plan identified an area for a future air tanker reload base and options to better accommodate quick turn operations by fire attack aircraft. The Plan also provided airport management and operations recommendations. Armstrong Consultants identified several areas of potential revenue to help the sponsor offset the cost of development projects.

Magdalena, New Mexico

Airport Master Plan

The Magdalena Airport is a small dirt airstrip located three miles west of the Village of Magdalena. Air ambulance operations are limited by the unpaved surface of Runway 2/20. To accommodate these and other operations in the future, the Village of Magdalena selected Armstrong Consultants to develop an Airport Master Plan. The master plan identifies the future and ultimate airport reference code (ARC) and provides the recommended layout for paving future landside and airside development that will cost-effectively satisfy aviation demand.

Polacca, Arizona
Polacca Airport
Airport Master Plan/Site Selection Study

The Hopi Tribe recently selected Armstrong Consultants to complete an Airport Master Plan/Site Selection Study for the Polacca Airport. The airport has several existing design standard deficiencies including non standard runway width, safety area grading issues and collapsing pavement sections. The airport is located with two large arroyos off both ends of the runway which prevent a standard runway safety area and constrain future development. The Plan includes evaluating the existing airport location and comparing upgrading the existing location to relocating the airport to a new site. The feasibility of relocating the airport includes identifying suitable airport locations that avoid cultural and ceremonial sites in a very sensitive area. The airport is located adjacent to the Polacca Health Clinic which uses the airport for patient transfers and physician transportation.

Steamboat Springs, Colorado

Airport Master Plan

Located in a popular resort and second-home community Steamboat Springs Airport is home to over 90 based aircraft an extensive number of transient business jet and turboprop aircraft. The master plan study focused on development scenarios that will maximize airport revenues in an attempt to achieve financial self-sufficiency on the airport. An extensive public involvement process is included to address the controversy of the role and value of the airport and compatible land use plans were prepared to protect against incompatible encroachment on the airport.

Springerville, Arizona

Airport Master Plan

After five years of engineering and managing the construction of projects for the Springerville Airport, Armstrong Consultants was selected to prepare a master plan for the airport in 2005. The goals and objectives of the master plan for the Town of Springerville include an analysis of runway expansion and strengthening needs, a redesigned terminal area layout that addresses the Runway Visibility Zone (RVZ) issue, a plan for expanded U.S. Forest Service facilities at the airport and a plan for the development of corporate parcels at the airport. The Springerville Municipal Airport is receiving increased aviation demand due to its proximity to the White Mountains of east central Arizona.

Hawthorne, Nevada

Airport Layout Plan Update
Completion Date: May 2009
Mineral County in an effort to increase economic growth within the community of Hawthorne, Nevada chose to complete an Airport Layout Plan Update. The plan includes indentifying current and potentially interested airport users on what types of facilities are needed at the airport. The airport is also used by the military for training purposes which includes a variety of aircraft from helicopters to large cargo transport planes. Armstrong Consultants has taken an active role in helping the County to accommodate all the different types of users to ensure that all aspects of future airport development are addressed. Armstrong Consultants has also identified several potential revenue generating activities at the airport ranging from land leases to non-aeronautical revenue generating industrial park.

Parowan, Utah

Airport Layout Plan Update
Planned Completion: October 2009
The City of Parowan selected Armstrong Consultants to complete an Airport Layout Plan update for the Parowan Airport. The airport is known for its soaring contests and is experiencing an increase in based aircraft demand. The Airport Layout Plan identifies future landside development to accommodate future hangar demand and provide the airport with additional revenue from future land leases.

Holyoke, Colorado

Airport Layout Plan Update
Planned Completion: October 2009
The proximity of the Holyoke Municipal Airport to the world renowned Ballyneal Golf Course has significantly increased transient jet traffic. The City of Holyoke therefore chose to update the Airport Layout Plan update in order to accommodate the continued increase in transient jet traffic. The plan includes strengthening existing airfield pavement, constructing a full-length parallel taxiway, phased construction of a transient aircraft apron and runway extensions that are based on actual demand.

The Town of Carrizozo, located in South Central New Mexico is experiencing substantial growth with the development of luxury home and ranch communities. On behalf of the Town of Carrizozo Armstrong Consultants is in the process of preparing an Airport Action Plan for the Carrizozo Municipal Airport that will accommodate the related increases in based aircraft and aviation demand while increasing operational safety with the installation of Localizer Performance with Vertical Guidance (LPV) instrument approaches.

Lordsburg, New Mexico

Airport Action Plan

Armstrong Consultants is in the process of completing an Airport Action Plan for the Lordsburg Municipal Airport in Lordsburg, New Mexico. The airport is regularly used by boarder patrol, air ambulance and transient corporate aircraft. The Airport Action Plan addresses non-standard conditions and provides phased development of future landside and airside facilities to accommodate aviation demand. Some of the improvements include relocating the apron out of the Runway Visual Zone (RVZ) between the primary and crosswind runway and providing area lighting for night air ambulance and general aviation operations.

Big Piney, Wyoming

Airport Layout Plan Update

In an effort to improve aviation services and attract additional traffic to the airport, the Big Piney-Marbleton Airport Board is planning to construct a new 150 foot by 100 foot FBO hangar. The board hired Armstrong Consultants to update the Airport Layout Plan to specifically address the siting of this hangar and develop a terminal area layout for the airport. The plan also considered multiple alternatives for upgrading the airport to ARC C-II and extending and strengthening the runway to accommodate the expected increase in business jet activity.

Canon City, Colorado
Fremont County Airport
Airport Layout Plan Update
Completion Date: September 2006
The Fremont County Airport is receiving a significant increase in business jet traffic and decided to apply for grant funding in 2005 to complete an Airport Layout Plan Update to address this demand. A cost/benefit analysis of approximately 25 development alternatives was completed and took into consideration extension, realignment and reconstruction of the runway to meet the recommended runway length requirement. Close coordination with both CDOT Highway and CDOT Aeronautics lead to a preferred alternative that includes multiple phased runway extensions and strengthening and ultimately, a tunnel under the runway to accommodate State Highway 67.

After completing the design and construction management for the Hulett Municipal Airport in Hulett, Wyoming, Armstrong Consultants updated the Airport Layout Plan for the new airport. The goal of the Airport Layout Plan was to develop a phased apron and hangar area expansion plan and plan for expanded airside facilities, including a runway extension and full-length parallel taxiway.

Las Animas County

Perry Stokes Airport
Airport Layout Plan Update
Completion Date: January 2006
In its continuing effort to improve the Perry Stokes Airport in Trinidad, Colorado, Las Animas County applied for grant funding to complete an airport layout plan update. The planned improvements to the airport include a runway extension, a WAAS approach procedure, a full-length parallel taxiway and expanded apron and hangar areas at the airport.

Gallup Municipal Airport
Airport Action Plan
Completion Date: June 2005
The City of Gallup, New Mexico selected Armstrong Consultants to complete an airport action plan to address the forecasted enplanement and cargo activity at the Gallup Municipal Airport. The alternatives analysis considered relocating the commercial service terminal and constructing an air cargo facility on the opposite side of the airport vs. improving the facilities on the existing side of the airport between the runway and historic Route 66. Ultimately, it was recommended that these facilities be relocated west of their existing location, but stay adjacent to Route 66. A corporate/industrial business park was planned for the opposite side of the runway.

Airport Layout Plan Update

The Austin Airport is located in central Nevada, approximately 179 miles east of Reno and 90 miles south of Battle Mountain. Armstrong Consultants was selected by Lander County to update the airport layout plan for the airport. Forecasts of aviation activity were prepared, facility requirements identified and development alternatives considered. The plan recommended a runway extension, a full-length parallel taxiway and significant expansion of terminal area facilities.

Monte Vista, Colorado

Airport Layout Plan Update

Monte Vista is the second largest city in the rural San Luis Valley. The Monte Vista Airport is located between the communities of Monte Vista and Alamosa. The purpose of the Airport Layout Plan Update for the airport was to plan for additional needed runway length and identify the land acquisition requirements for the airport. A detailed terminal area layout and expansion plan was also developed to assist the City in maximizing the potential based aircraft demand at the airport.
